Toronto's low-rise neighbourhoods were closed to anything larger than a house for decades. Three things changed: fourplexes became as-of-right across the city; CMHC's MLI Select began financing qualifying rental on terms that cut the equity a project needs; and factory construction matured to the point where a four-unit building takes months, not years.
Metrosuite was built to work at the intersection of the three.
